Watch Storyboard Localization Issue

No idea what is going on here, I'm working on localizing our new watch app and started by localizing the storyboards and editing the associated .strings files via base localization and it was working as expected. It was working, changing locale on the watch resulted in the storyboards showing the correctly localized string. Somewhere along the way the storyboards stopped being able to find the assoicated strings in the .strings files, which results in using the fallback string that are defined in the storybard itself. Some other info, we've included the Localizable.strings file to the watch target in order to use NSLocalizedString() and that mechanism is returning the right localized strings.


So the gist of it is, development language is english, and the app supports Russian and Simplified Chinese. Switching the phone language to Chinese localizes the iOS app correctly, switching the watch language results in the watchOS app using storyboard fallback strings rather than the associated zh-Hans .string files, and any calls to NSLocalizedString() returns the correct localized string which is bizarre.


I've tried blowing away the XCode build folders and deleting the app from the device to be certain that the app is getting deployed the latest complied version of the storyboards. I've also tried reverting everything to before when the localization was implemented, localize one storyboard and update one string to see if it was something I did along the way, and the behavior remains the same. The only clue I have that something is weird here is that there are multiple storyboard files in the watch app, and each of those have a .strings file. If I inspect the watch app package in the build folder, all of string files have been concatinated together into one Interface.strings file, all of the expected strings are there.There is also localized versions of these files as expected

zh-Hans.lproj/Interface.strings

ru.lproj/Interface.strings


Any guidance on this would be amazing, this has been eating a lot of time.
