how to fix publish ipa xcode

i build app old add feature user xcode 7.3.1 build success however publish up intunes

ERROR ITMS-90725: "SDK Version Issue. This app was built with the IOS '9.3' SDK. All new IOS apps submitted to the App Store must build with the iOs '11.0' SDK or later, included in Xcode[9.0] or late. Please update Xcode and rebuld you app".

Apple has previously announced that iOS 11 would become the threshold in April this year.


What's confusing is that iTunes connect still claims that minimum Xcode allowed is Xcode 6.
