Series 2 won’t update to watchOS beta 3

hi, all— having trouble updating to watchOS beta 3 on a series 2 watch. Mac and iPhone have all updated to the appropriate dev betas, but watch app refuses to see new beta. Have unpaired, deleted profiles, restarted all devices, etc. But no luck. Any suggestions?

I can't help with the issue, but I can add that Series 1 has the same problem: the Watch app says I'm not connected to the internet, although I am (tried to check for updated on Wi-Fi, cellular with VPN, and cellular without VPN).
