XCode is the development environment to create apps for IOS or apps for MacOS

It is an integrated environment where you can:

- design graphically the screens of your app (Interface Builder)

- write the code with much on line help

- connect the code to the objects

- Compile, debug

- produce files for putting in AppStore

- experiment with Playground

And much more

You can buy a developer's licence ($99 / year) but you can also use XCode freely.

Writing games is just one use of XCode.
