Are user activity shortcut donations propagated through iCloud among devices, or does it remain on the device?

I don't know what it would achieve. I don't remember what brought me to that question.

I did happen to see when I signed in to iCloud that there was a setting to tell iCloud whether to store Shortcuts or not, so that answered my question.

I don't know the answer to this offhand, but what would knowing this information help you achieve? Is there a specific problem you are trying to solve?
