Debugging with ITP Logging?

Hello, I'm trying to understand the how ITP is classifying various sites, calls, and access techniques and finding that the ITP Debug logging in both Console.app and log stream in the Terminal is not responding as expected. Specifically, I'm either not seeing any data logged at all or I'm seeing very generic data without any actionable information. (I'm using Safari 12.0 on Mojave 10.14- it appears the debug mode isn't present in Safari Technology Preview anymore.)

The only official information I could find (including within the Developer docuemntation) is the WebKit blog post: "ITP Debug Mode in Safari Technology Preview 62". <https://webkit.org/blog/8387/itp-debug-mode-in-safari-technology-preview-62/>

Has anyone had any successful experience using this?

I'm also unable to use the ITP Debugger and shows nothing in the console or terminal per the TechPreview 62 Steps.

Additionally the behavior on 62 vs Prod (Version 12.0.1 (14606.2.104.1.1)) Seems to have very different behavior IE the "partioning" seems to actually be working as the original ITP 2.0 Document describes: https://webkit.org/blog/8311/intelligent-tracking-prevention-2-0/ which now I'm assuming was just missing/buggy in 62
