Why do I get "ipc failed" when I call NETunnelProviderManager saveToPreferences

On my device, when I have Face ID enabled, when I try to save my VPN configuration by calling NETunnelProviderManager saveToPreferences, it fails with error: Error Domain=NEVPNErrorDomain Code=5 "IPC failed" UserInfo={NSLocalizedDescription=IPC failed}

If I disable Face ID, I don't get this error.

Weird.

Is this happening on one specific device? Or all devices with Face ID? What about devices with Touch ID?
