Unable to log in with sandbox tester account on device

Hi, I am trying to set up our app for Apple Pay. I created a sandbox test user and verified the account. (per https://developer.apple.com/apple-pay/sandbox-testing/)

I am unable to log in with the sandbox account. I get an error "Your Apple ID "[email]" could not be used to sign in to iCloud. (34608)"

I have tried multiple devices & multiple sandbox accounts and have been unable to log in to any of them on the device.

Looking for any advice.

I managed to side step this only once by:

use Apple Configurator 2 to completly erase the phone (Prepare > unselect all checkboxes > prompt for Erase, do erase)
create a new sandbox account (completly new) and verify its email
on the Apple ID prompt screen follow the bottom link "Use different Apple IDs for iCloud & iTunes"
use the sandbox account for iCloud id
use a real production id for iTunes
pray to proper gods
