so i am trying to enroll on to the developer program - as soon as i click enroll it asks me to update my account with two factor authentication? how do i do this without ios device
You may want to note that at least one device is required to activate the account in the member center, as well, so the question concerning 2FA is mute in that regard.
You simply can't get there from here without a device of your own.
