I have paid for developer account as an individual. Apple has requested to upload my id proof, which unfortunately i couldn't do within the mentioned timeframe. Hence my developer account was cancelled. will I be able to request refund for cancelled developer account or can I request for a fresh developer account with the paid amount?

You can try, but not here. The agreement states no refunds, but in your example, it sounds like the process never met fulfillment, so my opinion is that a cancel at that point would mean they would back the billing out and you just need to wait and watch your credit card - however, you might want to use the 'contact us' link, below to reach out directly.
