Why Xcode 10.2 only on Mojave?

I am myself only interested in developing for AppleTV & iOs.

I have an MacbookPro late 2011 15" with maxed out Ram for developing.

Why is Xcode 10.2 only supported on MacOS 10.14.3 and higher?

I do my testing on devices itself not in Xcode, because of lack of Metal support.

I'm in the same situation. Late 2011 15" MBP, upgraded with a SSD and perfectly fast for xcode yet It's not allowed to install.

I'm downloading the installer to see what happens and assuming it fails I will look around for a patch.

I could end up using my MBA for xcode as it's of on it.

Why ? Probably to avoid the need to embark in XCode different versions of system calls to implement functions that are in Mojave and not in previous versions.

SDKs used by Xcode are in the bundle. So is the tool chain. Not sure that would be a vaild reason.

One option might be to get VMWare and install Mojave into that.

Why? It is part of the business model of Apple; upgrade the software (for free) continually and require up-to-date hardware (not free) to run the improved software. Not unreasonable.
