Manually download Xcode 10.1 version from here: https://developer.apple.com/download/more/ then expand it and install by double clicking on it in the Finder. Be sure to have several tens GB free space when starting.
When you double-click on "Xcode_10.1.xip", it'll expand in the same directory (e.g., "Downloads"). You'll have to copy the "Xcode.app" folder to "/Applications". If you have an older version of Xcode installed, I recommend you drag it into the trash.
You may also want to download and install "Command_Line_Tools_macOS_10.13_for_Xcode_10.1.dmg".
You can agree to the Xcode license from the Terminal. by running:
sudo xcodebuild -license accept

Successfully downloaded Xcode 11.1. However the installer errors out with
"You can't use this version of the application "Xcode" with this version macOS." "You have macOS 10.13.6. The application requires macOS 10.14.4, or later."
