How to be MDM Vendor?

Hi, we develop an MDM application. We want to create MDM CSR like at the Certificates page:

How can this option be enabled?

MDM CSR Creation functionality is not available by default for Apple developer account holders , the ‘Account holder’ can request Apple to enable that setting .
