I have the same orobkem: I can receive but not send SMS messages through Messages on either iPhone or iPad running iOS 13 beta 2. The problem seems to be related to the fact that my primary phone number, associated with my Apple ID,, does not show in Messages’ Send & Receive submenu, and therefore cannot be selected as a send/receive option. I have reset network settings, updated my Apple ID to add my primary phone number, logged out/into Messages and FaceTime, restarted my devices, but none of these helped remedy the problem. So it would appear to be the iOS 13 glitch.
I seem to be having the same issue so it does seem to be something in iOS 13.
I’m having a similar problem where I cannot get my contact number to connect to iMessage but can receive text messages and cannot receive phone calls but can call out
I had to add to my contact list my apple id email to make it work with imessage... The SMS is not working at all.... Its a bug 100%
Also there is another bug aswell... i cannot find where is the option to change the cellular option from 4G to 3G.
I am having same problem since beta 1. It happens to me when i Sync my watch with iPhone. It reinstalls some of the stock apps and mobile options in the settings change. If I restore my phone to ios12 and come back to ios 13 (any beta) it goes away until I sync my watch with it. Apple doesnt know about it yet. Although I have raised a case with them.
I also went into apple store to get a diagnostics run on watch and it is perfectly fine

Can also confirm this issue on my iPhone XS Max iOS 13 beta 3. Can't seem to turn off MMS in the settings either, and also can confirm that the cellular settings have disappeared. Downgrade to iOS 12 seems to work however because of the inability to downgrade the apple watch this puts a downgrade out the question.
@Ussama have you got a cellular plan on the apple watch?
@HeyItsM4tty No cellular plan (But it is a cellular model).
We hope on the next release for ios13 beta 4 we will see a fix.
Also apple needs to bring back the choice for cellular data (3G, 4G, LTE, EDGE) and the option to change Carrier (if you are abroad with roaming).
Cellular has a lot of bugs (data, SMS, Voice) and they need to listen to us....
IOS 13 developer beta 4 fixes the problem. I just installed it and now I can see my phone number listed in ‘Send and Receive’ for Messages and FaceTime. I did the test by sending receiving ‘green bubble’ texts, and it all works fine—no issues. Hope it will work for all others having the same issue.

Update to iOS 13 b4 this morning fixed all mobile carrier issues for me including iMessage, SMS, Calling and Networking. OTA Update out now to fix problems!

I was not having Cellular issues in iOS 13 beta 1-3 however after updating yesterday to Beta 4 my iPhone XS Max has some cellular issues.
#1 it is no longer showing the LTE indicator even though I'm able to use data.
#2 SMS messages can be recieved but will not send.
#4 under settings > cellular most of the options have dissapeared all I can really do is enter SIM unlock code wich my sim does not have a pin.
#5 every time I reboot the phone I get a message saying there is a new Unknown data plan that needs to be added. After clicking add it gives an error saying that the code is no longer valid.
Network settings reset did nothing.
The only thing that seems like it fixed it was to do a factory reset and setup phone as new phone. Factory reset and restore from backup caused the issue to return after backup was restored.
Its been fixed with ios 13 beta 3 🙂
Everything is great again on this bug. Everyone should upgrade to beta 3.
