Apps not installing under iOS 13

I installed the iOS 13 beta on my iPhone XR last night. The iPhone is connected to WIFI and charged. However, the apps still have not downloaded. I restored from an encrypted iTunes backup.

After logging out and logging back in and restarting a few times this is now fixed.
