Warning Broken Wifi

My 3rg gen 12.9 iPad was working just fine on the beta with a few glitches until I restarted it last night. Using the volume up-down-side button. When I started it back up, no wifi. It still connects and shows it as connected, but apps don't reach their servers and webpages don't open. I have tried to turn of FindMyiPad in order to erase and restore, however again, without wifi it will not connect to Apple servers and allow me to turn it off. I have reset network settings and have reset all settings.


This happened as I was using my iPad as an external display with the new SideCar feature. I restarted my Macbook Pro before disconnecting my iPad.


Any suggestions? I'm currently re-downloading the iPadOS 13 .ipsw and will see if it's possible to just reinstall.


EDIT:


I was able to turn off FindMyiPad via my iCloud account online. Put the iPad into DFU mode and installed iPadOS13. It could not activate becasue Apple servers could not be found. I am now attempting to downgrade back to iOS 12 to see if it will start working again.
