This seems to be wide spread issie - after 1st party apps apps from Apple (Home, Podcasts, Mail, etc) are deleted in 13.0 beta 1 or 2 they can not be restored back. App Store presents a cloud icon but app does not install.
Had any one found a solution other than wipe the device and start fresh?

I have this issue as well. My first upgrade resulted in a lot of the first party apps showing up with the icloud icon and unable to be installed from App Store. The only way I was able to resolve is to restore using the IPSW (save for Activity App). An upgrade with the profile installed results in this problem every time for me.
I have restored the iPhone several times using the IPSW, both B1 and B2 but unable to bring Activity app back.

Please help us with more instructions. Restore what ipsw 12.3.1 or 13 beta 2 and then set up as new ore restore from icloud or restore from itunes backup?
