Is there a way I can downgrade from ipadOS public beta to iOS 12.4 without going to the public iOS 12.3.1? And if so could I request a way from any developers out there?

Hello! My name Is Gabriel and I need help. I have the public beta of iOS 13 but I want to downgrade from iOS 13 to iOS 12.4 beta. The problem is I don't have a computer or iTunes at this time, and I heard there was a direct way to downgrade without going to the public iOS 12.3.1. But that I need to request it from a developer. I was wondering if there was any way this is possible and if I can request one? Thanks very much!
