I am wondering if Apple has a voice recognition for Arabic language yet, and if not, where can we start to contribute towards creating such library?

you can use the built-in voice recognition for Arabic (I've created the app refuchat for that)
I.e. activate your keyboard, press on the microphone and speak - that should actually work ..
