I have searched all over developer tab and on the web and can't find any official info about Apple Arcade guidelines.
I am particularly interested if i can release a vertical orientation only game for Apple Arcade or it shoyld also have horizontal orientation support for mac and apple tv.
Would really appreciate any help on this matter!
Apple Arcade Guidelines
Apple Arcade is a subscription service where you pitch your game to Apple to see if they will let you distribute via that service. You don't build for it, specifically. If you have a game you'd like to pitch, give them a shout.

Any 'guidelines' are the ones already laid out via GameKit, ARKIt, etc. See https://developer.apple.com/games/
I don't know about guidelines, but all the games you can see in Apple's catalog are Landscape.
I would be very skeptical a Portrait only be accepted (if the game is considered innovative and attractive enough to be part of catalog).
