Homes not only contain accessories but also rooms, zones, scenes and triggers.
It seems like triggers are not shared with other users. Is this a bug or feature? (Tested on iOS 8 and 9)

After talking to sb at Apple, I can say that triggers are not shared with other users and also not shared over iCloud to other devices of the user.
Are triggers and schedules being executed on the iphone? What happens if the user's iphone is out of battery?
What kind of user sharing are you talking about ?
I think that if you invite a user to control your home it will not have access to automated tasks (i.e triggers).
However as triggers are triggered over iCloud in iOS9 (see WWDC 2015 session) all devices connected to the same iCloud account will see the triggers.

No, triggers stay on the device and are not synced.
@screenName makes a good point - if triggers aren't synced to iCloud then how are they executed? If the iPhone isn't in range of the accessory (in the case that it's Bluetooth based, for example) does it just not execute?
Triggers are executed on the iOS device they were created on.
Triggers can't be executed if the device is powered off.

I think your radar report sums it up nicely....triggers need to be able to be defined as global or local... device-specific triggers such as geofencing can be local to single iOS device, but global triggers need to be able to be executed from a stationary device in the building such as an AppleTV or an iMac.
