This happens sporadically. It has been reported in the past:

The author mentioned filing a bug on it, but there was no follow up.
The workaround of disabling concurrent build (by passing -IDEBuildOperationMaxNumberOfConcurrentCompileTasks=1 to xcodebuild) is obviously not optimal - would love to hear if there's anything new in this front.
