i was just wondering becasue lots of my friends are asking who dont have macs. will apple ever allow windows user to download xcode if they are enrolled in the program?

Xcode will never work on Windows. Whilst it's technically possible to develop iOS apps from the Windows platform using tools that perform similar functions to some of those that Xcode provides, it's very awkward by comparison and some features just aren't available.

You may as well ask "Will Microsoft ever write a compatibility layer to enable Mac OS applications to run on Windows?"
Or "Will Microsoft ever open source its compilers and API so that Windows applications run flawlessly on Linux?"
