It seems they're all given out. I suggest jumping on this thread and seeing if there's anybody locally that can let you borrow theirs: https://forums.developer.apple.com/thread/18066
If you haven't heard by now, and you've checked your spam filters/folders to make sure the email notice didn't get dumped, then it's a safe bet you missed out, sorry.
