New Apple TV just keeps asking to restore

I have followed the instructions -- downloaded the tvOS beta -- using iTunes 12.3.0.44 I restore using the option key -- iTunes says the restore succeeded and it's time to replug the Apple TV into the TV and disconnect USB.

At this point the device blinks slowly for a while, then starts blinking rapidly, then at some point I see the restore screen again on the TV asking me to reconnect the USB and do a restore.

Rinse, repeat. It appears to fail the restore somehow and just be in an endless loop. I've tried triggering the restore from 2 different macs probably 10 times at this point but to no avail.

what ipsw file do you have?

AppleTV5,3_9.0_13T5347l_Restore.ipsw is what I downloaded today and installed through iTunes as you say. option-click the restore button and navigate to the file and it updated for me.

Maybe download the ipsw file again from developer.apple.com

Try putting the device into recovery mode. Press and hold MENU and Play/Pause for 6 seconds, then let go. Then restore again in iTunes, fingers crossed.

Exact same file BuddyK mentions. Downloaded it 3 times to be sure, once from a hard wired connection.

I actually have tried forcing recovery mode with the remote several times. It goes to recovery mode, but again it just cycles back to recovery after I go through the itunes recovery process with option-click.
