I found myself stuck with the following question.
How is it possible to route inside iOS device (meaning apps + safari) specific requests (based on their IPs) through VPN while leaving others outside VPN?

Are you asking how to do this programmatically? Or how to set up an existing VPN client to do this? If it’s the latter, you may have more luck posting in Apple Support Communities, run by AppleCare, and specifically the various Xxx in Business and Education topic areas, where you’re more likely to find folks who are more knowledgeable about VPN configuration issues
