I'm a member of a developer group and am trying to download XCode but it is requiring that I enter credit card information. How can you get around this?

You could use this page https://developer.apple.com/downloads/ (if you have a developer account) to download pretty much any Xcode version or other dev related tool.

I'm sure the Xcode 7 (not beta) shown in the download page above is ready for production use and only Apple ID is needed to download it.
