Getting: Invalid Toolchain. New apps and app updates must be built with the public (GM) versions of Xcode 6 or later, and Apple TV OS 8 SDK or later. Don't submit apps built with beta software.
Using XCode Version 7.1 (7B91b) which is supposed to be the GM.
iTunes Connect reports Build SDK of 13T393

Same here. First I got the "You are not athorized...." than this one when I try to submit my app to review.
Can you please confirm that you are building on a machine running a non-beta version of OS X?

Yes, I am on 10.11.1 (15B42), installed straight from the Mac App Store.
Were any of these laptops running Yosemite? I had one report of a developer who was able to submit successfully on Yosemite, and everyone in here is on El Capitan.
I am having the same problem. tvOS only app built using OS X 10.11.1 (15B42) with Xcode 7.1 (7B91b)
I had a series of "You are not authorized..." type messages when validating and uploading but trying again cleared it up each time.
I can't speak for this guy, but I am having this problem, even after upgrading to OS X 15B42 (from a beta, admittedly) and Xcode 7B91b. Even ran "Clean Build Folder" to make sure there weren't any beta bits lying around.
Same here, and I have nothing beta on my machine any longer. I have OS X 10.11.1 (15B42) and Xcode 7.1 (7B91b). I am building a tvOS only app. Same Invalid Toolchain error.
I just got it to submit - my app is now waiting for review!
Now it is working for me, I rebuild my app an send it again.

Resubmitted the same build. It worked!!! Something must have changed on the ITC end.
