Download Xcode for Mac not on network

Sorry if this has been asked and answered, but I'm a relative newby here. I have a Mac I wouild like to install Xcode on, but I cannot connect it to a network. It seems you can't download standalone dmg or pkg installers anymore. Any suggestions? I do have a Mac on the internet, but can't figure out how to grab the installer. The App store does everything on the sly.

The dmg can be downloaded from here

https://developer.apple.com/downloads/

but it might only be available if you have a paid developer account, not sure.

However, Xcode's setup probably needs to talk to Apple's servers to verify the installation, so you might need an internet connection to install it anyway.
