I'm trying to setup a HLS on an apache server from my house to setup streaming through a website but there is no information on how to direct audio/video into the media segmenter. Can I stream audio into HLS is do I need certain hardware?

You may try to use FFmpeg to capture audio and encode it into HLS chunks. It might work and you don't need any special hardware.
You did not indicate whether you intended to stream VOD or Live content.
The HLS tools (link available at developer.apple.com/streaming) provide mediafilesegmenter for segmenting file content and mediastreamsegmenter for segmenting MPEG-2 transport streams.
There is also a variety of third-party hardware and software which will create HLS streams.
HLS does support audio-only streams along with the more typical video/audio streams.
