Locked out of Advanced Capabilities

I'm a card carying Developer, have been for 4 years now without lapse. So why is it telling me I can't access the "Advanced Capabilities" such as Push Notifications and iCloud?

This happened after Xcode 7.3 crashed and rebooted. Now it won't accept my account. Rebooted my Mac, rebooted Xcode, removed and readded my account. No secondary account to attepmt (not rich like that, haven't had an app hit the top 5 yet and only working on a simple enterprise app).

Anyone have a solution? I kind of need Push Notifications the most. Nothing else seams affected that I can see.

Same here with Xcode 7.3 Beta 2 this is still not fixed. Well cannot really test my CloudKit app on 9.3 then...

I've been having similar problems. Seeing "8 capabilities unavailable" in the capabilities tab for ios. Checked my keyChains, developer Certificates and IDs and provisioning profiles every which way (including iCloud container configuration). Nothing seems to work.

I have also seen commentary regarding a dependecy between iCloud and GameCenter (also a missing as one of the 8 capabilities) and some issues with GameCenter. Anyway I have filed a bug report to see what happens.
