Has anyone also come across this issue where the download link bounces you back or takes you to your apple ID profile page?

I have the same problem. When I try to download any of the pre-released stuff instead of start downloading it shows Manage Apple ID page or profile page. It does this each time I try. Downloading iOS8.x or older once works fine.

I have the very same problem here using either Safari or Chrome. Any solution?

Same here, been like that since the betas came out. Tried with Chrome & Safari

It was an email verification thing- make sure to go to your Apple ID and verify the email.
