Is City, State, and Zip enough to calculate tax in the US?

I have a client who is insisting that City, State, and Zip is not enough information to accurately determine tax before the user authorizes the transaction (Zip codes that span multiple counties), but I have been able to have them provide specific examples.


Are there any known combinations of City, State, and Zip that would result in multiple potential tax rates that should be applied to the order, pending getting access to the actual street address?
