Hi,
I Installed Xcode 7.3.1 after upgrading to OSX El Capitan and Xcode does not want to run. I get the following error message:
Required content for platform Android is missing. Please reinstall Xcode.
After reinstalling - I got the same error. Any ideas on how to get it working?

There are no installed android platform components related to Xcode, which is why reinstalling doesn't help.
If you are using Stella, as an example, to convert from iOS to android, you may want to reinstall any related components in that context.
Still no joy, contact the source for any 3rd party tools you're using and ask them if they've released support for Xcode 7.3.1 yet.
