You have been misinformed. There is a hidden dark mode in messages that can be activated with the right knowhow in the iOS10 simulator. This is not intended to be activated in a "production environment" and is likely used for internal testing. This is not system wide, nor is there a toggle to enable it. Sorry to burst your bubble.

There is always the possibility of Apple adding additional features between the initial beta and GM releases. However, it has not been announced as a currently planned feature, and there have been internally(I.E Apple)-accessible dark modes within select apps since iOS8, so the odds at the very least are not in one's favor. But it could happen none the less.

No user has that information, and Apple is very unlikely to say "we're adding feature x in beta y". If they are planning to add this feature, only Apple employees know, and they aren't going to announce it on this or any other forum. No one on this forum can answer your question.
