I am not able to download network link conditioner ?

Hii, I am not able to find network link conditioner from my "downloads" page.

When i try to donwload it from Xcode.
it takes me to this link: https://developer.apple.com/downloads/index.action?q=Network%20Link%20Conditioner


And then shows, "invalid request".
I am on El caption, with xcode 7.2 ( didn't install xcode 8 for some reasons). PLease help.

1.) That link is outdated

2.) Current Xcode is v7.3.1


Go here [ https://developer.apple.com/download/more/] and search on/download: Hardware IO Tools for Xcode

- NLC is part of that download.
