I can't imagine this is a universal problem, so perhaps there's a license agreement we need to approve before the download will work?

You could try seeing if your Apple ID E-mail address needs to be verified.

It doesn't. It's doing the same bloody thing for iOS 9 downloads. :/

any other sources that are for paid members only.

I had the same problem trying to download the latest version of xcode. **** near drove me crazy. Turns out I needed to update one of my developer agreements on ITunes Connect. I did that and the problem went away. Apple will hold your appleID hostage until you solve the particular issue Apple wants you to solve. Unfortunately they don't have a way of telling you what that issue is.
