Use Pushkit without VoIP for encrypted push notification

I want to use Pushkit for my app as it alows encrypted messages. But my app does not have VoIP feature.

My questions here are

1. is it necessary to add VoIP entitlement to use push kit ?

2. what if i add VoIP entitlement and do not use VoIP in my app will Apple reject my app ?


Please help me regarding these issues
