You don't need to, you can access the public beta (usually released a day or two after the developer beta) here:

https://beta.apple.com/sp/betaprogram/

Currently, developer beta 3 is exactly the same as public beta 2. They are different by one because the initial developer beta was not available to the public.

The betas are usually released to the public a few days after they are released to developers.
