Is using IDFA for retargeting purposes ok?

I want to collect data with IDFA on App A and use the data for serving ads on App B (App A has no ads).

However, the iOS Developer Program License Agreement is ambiguous on where the advertising is to be served, and I don't want to be rejected...

"3.3.12 You and Your Applications (and any third party with whom You have contracted to serve advertising) may use the Advertising Identifier, and any information obtained through the use of the Advertising Identifier, only for the purpose of serving advertising. If a user resets the Advertising Identifier, then You agree not to combine, correlate, link or otherwise associate, either directly or indirectly, the prior Advertising Identifier and any derived information with the reset Advertising Identifier."

Does anyone know if this is allowed?

How do you expect that to work?

First, you have the issue of how you're going to inform App A of the IDFA generated by App B. Then you have the problem of App A not knowing when or if the user resets the advertising identifier.

So I don't think you even get to "Is this allowed?" because the answer to "Will this work?" is "Not really."
