Replace Developer ID with another Apple ID

I'm trying to change the Apple ID (email address) associated with my Developer account. I have a second Apple ID not associated with my Developer account. When I try to change my Developer ID to my second ID, it says the other ID already exists. When I invite my other ID to join, the link in the invitation tries to join with the current ID. How can I replace my current ID with my second ID? Thanks.
