I just found out, it may be because of the birthdate you set it to when signing up your Apple ID. Your birthdate needs to have the age of 18 or older to be able to apply. That's why that error keeps coming.
my doB is 1996- september 10 and i'm 18 and still facing same problem
I'd suggest contacting Apple. You do have to be 18+ to preticipate in the program.
