No access to any WiFi networks, and airportd is running at 97% cpu. Tried connecting to the SSID directly, no dice. Development machine is now completely unusable.

Sorry to hear that. Before you boot back into 10.15.x, make sure that you grab a sysdiagnose log so that you can attach it to your bug report.
