I am new to programming and still learning but I want to use Xcode to develop apps in both OSX and Windows.

NO. Xcode is an IDE dedicated for developing apps for Apple's platform.

You can find some frameworks/IDEs which can develop apps both for macOS and Windows from the same code base, but that is not a good topic for the dev forums.
