XCode 12 (with command line tools) got updated automatically, and cause problem with my dev environment, I need to revert to XCode 11 (with command line tools) until the compatibility issue is resolved.

What are the steps to uninstall 12 and reinstall 11?

You have no need to uninstall Xcode 12 to install Xcode 11. Just download the Xcode 11 from the More download page. Double click it, and that's all.
