Can DPAN sent during the card present in store transaction be used as "card data" to initiate a Card Not Present Refund? i.e MOTO or Ecommerce refund.
I was able to find this article that seems to suggest that Device Account Number usage can be limited:

This doesn't answer the question if it can be only limited on the Issuer end, and this DPAN will still work for Card not present refund for some issuers, or is it a general Apple Pay limitation that will not allow Card not present refunds to Card present purchases in general.
