Same issue here on a 2019 mbp. Odd since I just formatted the drive and reinstalled Catalina a few days prior.
Same issue here on iMac (Retina 5K, 27-inch, Late 2015)
Same here. Now downloading the InstallAssistant.pkg in Safari, so that I can retry without re-downloading. MBP 2019
