Folder Actions Workflow Failing - Move Specific Files Upon Download

I've created a Folder Action to move files with either of two specific extensions from my ~Downloads folder to another folder whenever such a file shows up in ~Downloads.

Automator

If I *drag* such a file into ~Downloads, the folder action triggers and moves the file successfully.

If a file gets *downloaded* by Safari into ~Downloads, the folder action gets triggered (I can tell it gets triggered if I have "Options > Show this action when the workflow runs" checked), but the file does *not* get moved.

I'm stumped.
