Apps and Books Apps Not Installing on Device

We are experiencing an issue on several devices were the device is sent and accepts the command to install an App via Device Based Apps and Books but the app never downloads. This is occurring on the following types of devices:
  • Big Sur M1 Architecture

  • Big Sur Intel Architecture

  • Devices within the US

  • Devices outside the US

Has this been resolved? We are unable to deploy any apps from Apps and Books using an MDM.
It appears that macOS 11.3 and 11.3.1 have resolved the issue
