Are older Mac OS downloads no longer available?

I used to be able to download old versions of the OS from the dev program's download section, though admittedly it's been a while.

I need a copy of High Sierra to resurrect an old MacPro we use for testing. When I try to do it from my iMac (running a newer OS) it tells me I can't get that upgrade (because of course I don't need it for that machine, I need it for another).

And before anyone points me to https://support.apple.com/en-eg/HT211683 -- the links on that page take you to the App Store, so not helpful.

Is there any place to get old OS installers anymore?

I'm still looking to find where I can download macOS 12.0.1 Only newer version and beta are available.

Wow! It's now so hard to find just an older installer. One version back.

Apple doesn't help developers when you want to go one version back without using Time Machine.

The installer version is not enough old to be available with the link that I've provided to you.
